This paper proposes a digital transformation model for public health services in São Paulo, focusing on the population's needs and access to healthcare. The model aims to improve the quality and efficiency of care through the use of digital technologies. The Brazilian Constitution guarantees the right to health for all citizens. However, the current system faces challenges, such as long waiting times, inadequate infrastructure, and a shortage of professionals. This study analyzes the current state of the São Paulo public health system, focusing on the Basic Health Units (UBS). The analysis is based on the Audit Report of the Court of Accounts of the Municipality of São Paulo. The report found that there is a mismatch between supply and demand for healthcare services, long waiting times for appointments, and a lack of integration between different services. The proposed digital transformation model aims to address these challenges by: Implementing electronic medical records, Using telemedicine to provide remote consultations, Developing mobile apps to provide patients with access to information and services, Using data analytics to improve the quality of care and target resources more effectively. The digital transformation model has the potential to improve the quality and efficiency of public health services in Brazil. By implementing innovative digital technologies, the model can help to ensure that all citizens have access to the healthcare they need.
